Capital Update
October 1, 2007

FLAGS: Through out the area near construction zones are painted stripes and orange, yellow and blue flags. We ask that the flags not be removed as they mark underground utilities and their movement delays work on the projects.

CAUTION: Please note that work on the entrance may require changes in the routing from time to time. Watch for postings of route changes, and use extra caution when driving on the temporary roadway. The boulevard is open but use caution as this is not the final surface and there are rough transitions.

Note: All dates indicated in this report are approximate and are subject to change due to items such as, but not limited to: required state reviews, weather, material availability and unsuspected construction issues.

Lila Vicars Smith House Renovation and Addition

Construction: Started October 2006
Anticipated Completion, July 2007
Architect: Thompson and Litton
Contractor: Quesenberry's Inc.
Project Cost: $1,310,000 Private Funds
Project Scope: This project is adding a pavilion to the residence, which will be used for College functions. Included in the two stories' clear space will be public restrooms, a serving area and new decking for indoor/outdoor functions. The renovations will include new triple hung windows in the front of the structure, new landscaping at the entrance, a revised entry foyer and modifications to the circulation of the house.

April Status: The addition is under roof, and mechanicals have been roughed in throughout the house. Demolition - both interior and exterior - is complete. Major long-lead items such as the triple hung windows have been ordered to enable completion.

May Status: The work inside the house continues. The rear deck is 80 percent complete. With the exception of the triple hung windows and the pavilion skylight, the remainder of the windows have been installed. The granite curbing around the circle has been installed. The Bluestone leading up to the house has been installed. The new front porch has been poured. Major mechanical work is well under way.

June Status: The exterior of the addition continues to progress. The roofing has been installed, and we anticipate the arrival of the skylight this week. All of the windows in the house have been installed, and we are waiting for the arrival of the new front door. The rear deck is complete except for the installation of the pergola. The sheet rock in the pavilion has been installed, with taping and mudding expected to begin. The ADA walkway to the pavilion from the parking area has been completed. The first of the new columns on the front porch has been installed. The color scheme for the house has been selected and painting is taking place.

July Status: The rear deck and pergola have been completed. The new flooring in the original portion of the house is complete and flooring in the addition will begin next week. Landscaping is scheduled for August 20. Painting in the house is 85 percent complete. All plumbing and HVAC work has been completed. The front porch has been finished, as well as the exterior hardscaping.

August Status: The house is 95 percent complete at this time. Punch list items are currently being completed. Paving is scheduled to take place on September 5, 2007. The landscaping and sod work has been completed.

September Status: The project is complete with the exception of finalizing punch list items.

Crockett Renovation

Construction: Anticipated Start, May 2007
Anticipated Completion, July 2008
Architect: Mitchell Mathews
Contractor: Burwil
Project Cost: $6,900,000 State General Funds
Project Scope: This project will provide a historical renovation to the exterior of the building and rebuild the interior while utilizing many of the components of the original. Upon completion, it will house Admissions, Financial Aid, Academic Advising, the Registrar's Office and the Bursar's Office.

April Status: The project drawings have gone through Assistant State Building Official (ASBO). On Thursday, April 26, we will be interviewing and selecting the Contract Manager at Risk who will perform the construction. The asbestos abatement has been completed.

May Status: Burwil Construction of Bristol, TN, was awarded the contract. They have moved their construction trailer onto the site, and are scheduled to begin site work the week of June 11.

June Status: Demolition work has begun inside the building. Many of the old windows have been removed. It was determined that three trees around the building, an oak, willow and sycamore were in poor condition and it was the recommendation of two arborists brought in and the landscape architect that they needed to be removed. Given this, a change was made for the sunken garden which was to have imported Spanish Cypress used to create the benches, will now have the benches made from the oak tree which was removed.

July Status: Demolition is complete in the building with the exception of the rock removal in the basement. Roof work is about to begin. It was found upon completion of the demolition that many of the structural rafters had suffered severe water damage over the course of the buildings life. It was also found that over the life of the building that there had been at least three different fires in the building. With all this, the structural engineer has reconfirmed that the rock of the building continues to be structurally sound.

August Status: Interior rock removal of the basement level is 95 percent complete. Structural shoring was completed in areas determined to be deficient. Exterior elevation work continued in order to create the sunken garden area.

September Status: Roofing is 70 percent complete. The concrete sub-floor has been finished. Outside site utilities work continues. The new strut supports in the attic are underway. Exterior elevation work continued in order to create the sunken garden area.

Campus Entrance Project

Construction: Anticipated Start, May 2007

Project Cost: $2,000,000 State General Funds
Project Scope: This project will change the main entrance of the campus into a boulevard, providing a new entry feature and developing a Blue Stone drop off point at the pedestrian entry near the Slemp Student Center. Combined with this will be a pedestrian walkway replacing the existing "dead-end" road between the Chapel and Crockett and featuring a sunken garden near Crockett Hall.

April Status: The project drawings have gone through ASBO. On Thursday, April 26, we will be interviewing and selecting the Contract Manager at Risk who will perform the construction. The Contract Manager at Risk for this project will be the same for Crockett Hall in order to coordinate construction activities in the tight area.

May Status: Burwil Construction of Bristol, TN, was awarded the contract. They have moved their construction trailer onto the site, and are scheduled to begin site work the week of June 11.

June Status: Rough grading continues on the parking area and new road surface areas. It is the intention of the contractor to have the new entrance open prior to the start of fall classes using the subsurface material. Demolition of existing road and parking areas has been completed.

July Status: The concrete curbing on the entrance cross road has been completed. The boulevard entrance will receive granite curbing on the center island, which we anticipate will be installed during fall break. The base coarse of asphalt has been installed on the boulevard and cross road, please use extreme caution on this portion of road as it is not at final grade with connecting pavement on existing roadways.

August Status: Sidewalks were initiated and should be completed this afternoon. Foundations were laid for the eastern section of the new entry wall. The fire hydrant was relocated. Other site utility work was completed.

September Status: Roadway lighting in front of Smiddy Hall has been installed and tested. Foundation has been done for the new entrance wall. The sidewalk connecting to Bowers-Sturgill Hall has been framed. Site utility work continues. Additional rock cropping's are being removed.

Drama Building Renovation and Addition

Construction: Anticipated Start, July 2007
Anticipated Completion, August 2009
Architect: Bushman Dreyfuss
Contractor: Quesenberry's Incorporated
Project Cost: $14,475,000 - $10,475,000 State General Funds and $4,000,000 in Private Gifts.
Project Scope: This project will provide centralized facilities for the Department of Visual and Performing Arts. Included will be classroom facilities for the department along with a black box theatre, a central courtyard and an art gallery.

April Status: The project drawings have gone through ASBO, obtaining authorization last week to proceed with final drawings. The modular units needed to enable the program to operate during the construction process were delivered to the parking lot of the Center for Teaching Excellence and currently are being made operational.

May Status: Final work continues on the modular units to prepare them for use by the Visual and Performing Arts Department during the construction phase. Construction Manger at Risk will be selected in June.

June Status: Quesenberry's Incorporated of Big Stone Gap was selected as the Construction Manager at Risk for the construction of the Drama Building renovation and addition.

July Status: A conditional notice to proceed has been issued. The construction trailer and fencing is anticipated to be in place prior to students moving back to campus.

August Status: Mobilization was completed. Site demolition is nearly complete. Site grading should begin within the week.

September Status: Major structural demolition has begun. Site re-grading has begun.

Science Building Renovation

Construction: Anticipated Start, December 2007
Anticipated Completion, April 2009
Architect: VMDO
Contractor: Quesenberry's Inc.
Project Cost: $13,435,000 State General Funds
Project Scope: This project will renovate the existing Science Building, providing laboratory spaces for geology, software engineering and physics. The vivarium area will be completed, and the observation dome will be relocated. The internal infrastructure of the building will be brought up to date, the HVAC systems will be upgraded and fire suppression will be added.

April Status: This month the project went through Value Engineering to determine areas of potential savings in the planning documents. Analysis continued on the project's ability to meet LEED Certification (certification of an environmental sustainability).

May Status: Scheduling and design continues to take place. Scheduling issues include the timing of the start of demolition and potential lead items for construction, in order to continue to move the project forward.

June Status: Two temporary trailers have been ordered for use as physics and geology labs and are expected to arrive the end of July, first of August. These will be placed in the old tennis courts adjacent to the commuter parking lot. This was a critical component in allowing us to attempt to begin construction by October 2007.

July Status: We continue to work out initial construction issues. Demolition in the old science building is anticipated to begin in September. This will create a rerouting of pedestrian and vehicular traffic near the site. The front entrance to the original science building will not be in use. The single in bound vehicular lane between Science and Zehmer will be closed with traffic becoming two-way in the faculty lot between these buildings.

August Status: The modular units for Geology and Physics Laboratory space was delayed until September 5. Upon arrival asbestos will commence, we anticipate by the end of September.

September Status: The modular units for Geology and Physics Laboratory space has been installed and the lab equipment moved to them in order to make them operational. Asbestos abatement is currently underway with demolition scheduled to begin within two weeks.

Residence Hall 3

Construction: Anticipated Start, January 2008
Anticipated Completion, July 2009

Contractor: Rentenbach
Project Cost: $8,450,000 in University Revenue Bonds
Project Scope: This project will develop a 120-bed residence hall with study areas, a residence life director's apartment, recreational space and a classroom. The project will be located on the site of houses three and four.

April Status: This project is proceeding with Schematic Design. Value engineering is currently being scheduled for early June. Interviews for Construction Management at Risk will take place on May 3. This project will be completed in conjunction with the Dining Hall to minimize congestion in the work zone.

May Status: Rentenbach of Knoxville, TN has been selected as the Construction Manger at Risk for this project. At this time they are working with Facilities Planning and Construction at the University, the College and Hanbury Evans Wright Vlattas to obtain an accurate estimate of the construction cost based on the design.

June Status: Design and pricing work continues on this project.

July Status: Design and pricing work continues on this project. Value Management will take place August 14 & 15.

August Status: Value Management took place and we are awaiting the final reconciliations of the report.

September Status: Value Management has been completed.

Dining Hall

Construction: Anticipated Start, January 2008
Anticipated Completion, July 2009

Project Cost: $9,100,000 in University Revenue Bonds
Project Scope: This project will provide a new, two-level dining facility. The lower level will provide a coffee shop and entertainment location, along with primary kitchen facilities. The upper level will house the servery, the main dining facility and a private dining space. The facility is being developed to handle future campus growth through a pre-developed area of expansion. This project will be located in the parking area adjacent to the upper pond next to the Drama Building.

April Status: This project is proceeding with Schematic Design. Value engineering is currently being scheduled for early June. Interviews for Construction Management at Risk will take place on May 3. This project is being done in conjunction with Residence Hall 3 to minimize congestion in the work zone.

Smiddy Hall Renovation - Construction of New Information Technology Facility

Project Cost: $13,546,000 State General Funds
Project Scope: The IT Building will be built near the existing Music I and II trailers. This will be a 6,000-square-foot building which will house the IT offices, the server room and equipment repair. This project will be built in a "design-build" fashion, as the IT systems must be in place before the Smiddy Hall renovation may begin. The Smiddy Hall renovation will bring the systems in the building up to date, address accessibility issues and result in the construction of new classrooms and faculty offices. The exterior will be addressed to provide a focal point to the entrance of the campus.

April Status: The firm of Calloway Johnson Moore West was selected as the architectural firm. Room programming was begun on the IT Building.

May Status: Work continues on the project to determine an effective design.

June Status: The basic floor plan and sizing for the IT Building has been completed. The final location based on the Campus Master Plan has also been determined which will not interfere with existing facilities and be in a location which will enable the long term relocation of the main roadway per the Master Plan. Design work is now underway using the floor plan and sizing.

A meeting took place between the architectural firm and academic leadership on office and classroom needs for Smiddy in order for the design process to continue.

July Status: Design work continues on fast tracking the IT Building. Construction Management interviews for both projects will take place August 23.

August Status: Rentenbach Incorporated was selected as the Construction Management firm. Value Management for the IT Building will be held on September 13, 2007.

September Status: Due to site constraints and the financial implications associated with the site, examination of the feasibility of adding a wing to Smiddy Hall to house the IT Building is now being reviewed.

Tree Relocation

April Status: Davey Tree began their tree relocation preparation work the third week of April. This project, which is a component of the Campus Entrance, Crockett Hall and Drama Building Renovation projects will relocate five oak trees and one maple tree. They are encountering even more rock then the test borings indicated. Given the amount of rock, they will not be able to use the large tree spade to relocate the trees. A crane is scheduled to arrive on campus to move the trees by Wednesday, May 2.

May Status: The tree location project is complete.
